Circuit executives were created by Congress in 1971 (28 U.S.C. § 332(e)) to assume many administrative responsibilities of the courts. The circuit executive is appointed by the Eighth Circuit Judicial Council and is supervised by the Chief Judge of the Eighth Circuit Court of Appeals, who serves as the chair of the Judicial Council.
